What can you request and appeal?
Grade documents, decisions on school placement and minutes from the school board are official documents. As a guardian, you have the right to see support plans (åtgärdsprogram) and decisions concerning your own child. Decisions such as school placement can often be appealed.
Information about other pupils, and documents from the student health service about other children, are covered by strong confidentiality and are not released. National tests are confidential for a certain period.

Yes. General governing documents, policies and minutes from the school board are official documents at municipal schools and can be requested like any other public record.
Does this also apply to independent (friskola) schools?
Independent schools are private operators, so the principle of public access does not apply to their internal documents in the same way as for municipal schools, though grade documents they issue are still generally accessible since grading is a public task.
